Internet Filtering in Belarus
An influential Polish newspaper “Gazeta Wyborcza” reported on Friday that Belarus is planning to buy special hardware and software from China for filtering internet traffic. There’s no doubt, the system will be used for internet censorship prior to the presidential elections in 2006. China already has a lot of experience in blocking internet sites, so I guess Lukashenka’s people are buying the stuff from the “right” people.

UPDATE: the new information today is that RFE/RL journalist called ministry of information and they said they don’t do and never did such purchases. They recommended to call other agencies dealing with telecommunications. The correspondent called “Beltelekam”, the state-owned Telecom monopolist in Belarus. And their press-secretary sort of denied this. She said: “We do all purchases through tenders, and we didn’t have any tenders with China in the last months.” As you can see, she didn’t directly denied the information.

Also, I personally think, if there’s such filtering software/hardware, it will be under the authority of NCPI (National Center for Protecting Information)

Hm.. let’s see… as far as I know there’s only one ISP in the whole country… which is operated by the government… multiple reports on blocked / filtered content in the past… why “planning”? They already have such equipment and are just upgrading it. Perhaps H2K6 will make a Belarusian only internet browser to bypass all the filtering… they did a similar thing at H2K… they made a self-hacking browser to bypass all of China’s filtering systems. Looks like everyone will have to go back to the good old proxy list google and bounce their connection through another server. Side note.. Ive also noticed filtering / blocking on SMS messages.

Actually, that’s not true. There are about 10-20 ISP’s. Another issue is that they all have some special licenses with Beltelecom, and some aggreement about the lines. And I don’t know the current situation, but before it was basically the case that they were simply re-selling services, but had to use Beltelecom lines.
Still, there are people (and I suppose providers) who have satellite links.

Well, what they did on 09.09.2001 and in 17.10.2004 was to delete some website domain names (such as charter97.org, svaboda.org etc) from the main DNS database. So when people typed in charter97.org, they wouldn’t get to their site. The way it happenned is that several guys in suits came from NCPI to open.by (OPEN.by is one of the ISP’s and is in charge of Belarus’ root DNS server) and gave them a piece of paper with the list of sites that must be deleted. That’s how it supposedly happenned, as I was told by several people.
And I suppose Chinese have something more advanced with the real blocking of the traffic, right?

That’s really interesting about how Belarus possibly looked to China for the technology. China got all of their technology from Cisco and Microsoft in the first place. In America, these companies got a lot of flack from that.
I wonder if the Chinese have copied the technology themselves and are offering it for less?
The filtering of internet traffic makes the internet in China sometimes unbearable to use.

Ooh sorry… that thing about there being only one ISP was an old entry in the CIA factbook, which they updated recently too… it now says this

Actually that’s a little like here… There’s one telecom company here that actually owns the hardware (phone lines etc) and pretty much all other companies rent or lease usages of these facilities. There have been a couple incidents in the past with companies being forced out of business because for example the main telecom company decided to cut down the number of available lines to these companies by half or less, causing them to be unreachable to customers whom ended up complaining or cancelling contracts. Monopolies are always bad.
charter 97.org, svaboda.org and so on should tell everyone to set one of these as their DNS server, just in case the same thing will happen again next year http://www.root-servers.org/ These are the internet’s root anycast DNS servers :) OPEN.by, any government instutition of Belarus or Lukashenka himself have no control on these. (However I’m hoping they wont block the IP address for these servers in the future) I use these myself rather often because my ISP’s DNS server loving to crash every week.
China has a rather severe internet filtering system… I remember a few years back, all of China’s websites were protected by some “AppleGate”. Before you were even able to access the site you had to log in first. Cannot give a more detailed description, google says it doesnt exist.
Nowaday’s I dont see any Chinese websites at all… in my search results that is… am not specifically looking for Chinese sites.
