					<description>They arent soft... they're just bureaucratically challenged.. like most of the world. It takes some 1000+ people to proof read, re-read, change, modify, sanitize etc etc etc till something completely unrelated to the original document finally rolls out of the paper factory. Its funny how a complete 50 story building can be designed and built in the middle of the desert (Dubai) in a week, while it takes 3 years to just get past the design phase in a western country.</description>
